Knees only go down to gauge the distance from the ground. This guy obviously doesn't need it.

Also, since this is low speed (granted he's going fast for low speed, but still), if you watch his body he's actually counterweighting. You use this when you're doing slow tight stuff like u-turns. It gets the bike over farther so the turning radius decreases.
