Looks like erosion control...
There is a gas pipeline buried under there, and rain water washes down over that area.
I'm guessing they would not like the pipeline to get exposed from soil erosion.
Ok THAT's COOL! And yes, I still want to get a dirt bike, and join you guys! (I know, I know...)
